    Not only has Keno never been allowed in York, it’s also been a non-issue as it appears no one has ever asked that it be allowed.

    Now, the owners of the Offsides Tavern are asking that the council place the matter on the ballot and let the public decide.

    “The Nebraska Department of Revenue’s guidelines recommend that a governing body conduct a public hearing on the matter before placing the issue on the ballot, although this is not required by statute,” Campbell said in a memo to the council.

    “This does appear to make sense and I have prepared a notice for (the clerk) to public to provide for a hearing to be held on Feb. 16.”

    “I have also prepared a resolution for the council to consider authorizing the issue to be placed on the ballot at the May primary election,” Campbell said.

    “The matter must be submitted to the county clerk by March 1 in order for the issue to be placed on the ballot at the primary election, so this needs to be addressed by the council at the next meeting.”
