    Legal office firm on imposing permits, fees to Keno lottery

    THE city legal office (CLO) is firm in its decision to require operators of Keno On-Line Lottery to secure a mayor’s permit and business license and to pay regulatory fees to the City Government.

    CLO chief Jose Junio Jacela said his office was requested by the city treasurer’s office to render a legal opinion on the Keno On-line Lottery for failure to secure a mayor’s permit to conduct business at the ground floor of Amigo Mall, Iloilo City.

    But Keno submitted a certification dated January 27, 2011 issued by the Philippine Charity Sweepstakes Office (PCSO), stating the “sale of lottery tickets by PCSO lotto outlets, Keno On-line Lottery and small town lottery agent corporations are exempted from value-added tax and three percent percentage tax and business or mayor’s permit and or license fees from the local government units concerned pursuant to Section 4 of Republic Act 1169 as amended, otherwise known as the PCSO Charter.”
